Mukhya Mantri Gruh Yojana is a housing scheme in Gujarat. It is also known as the Chief Minister GRUH Yojana where GRUH is short for Gujarat Rural Urban Housing. The economically weaker section of the society or the lower income groups of the society will be provided with housing facilities through this scheme.   • Mukhya Mantri GRUH Yojana for Economically Weaker Section (EWS)

The Mukhya Mantri GRUH Yojana Scheme will provide every slum dwelling families with affordable housing facilities or dwelling units with the help of the Gujarat government. The houses provided for the economically weaker section or EWS will include two rooms, a kitchen, a bathroom and a toilet. The optimal carpet area of these houses will be from 25 square meters to 30 square meters. Under this noble scheme, the Gujarat government promises to give affordable housing facilities to the slum dwellers or the families belonging in the EWS. The step taken by the Gujarat government is praiseworthy and it has been appreciated by the economically weaker people. They are looking forward to the state to provide them housing facilities so they can get rid of the slums and live in a house.

The government plans to recuperate the slum areas in metropolitan, municipal and development authority areas by building houses for them in the exact place.  The slum areas which cannot be recuperated will be taken into custody as a government land.

  • Eligibility Criteria of EWS beneficiary

  • The beneficiaries under the Mukhya Mantri GRUH Yojana will be chosen on the base of any two of the four criteria. Electricity Bill, Slum Survey, Ration card and Voter ID card are the four criteria. The beneficiaries will be chosen on the basis of any two of the mentioned criteria.
  • Under the GRUH Yojana, EWS houses will be allotted to the beneficiaries whose yearly family income doesn’t exceed Rs. 1, 00, 000
  • Only a adult applicant can apply for this program
  • No family members of the applicant can have a housing facility in the state.
  • The applicant’s family must live in the slums currently or they should provide necessary information about living there earlier.
  • There will be a computerized lottery draw which will decide allotment of the houses for the slum dwellers.
  • Enlistment of Houses will be done on hundred rupees stamp paper.
  • Wife will have the first right in the allotted houses but the houses will be registered jointly in the name of husband and wife.
  • Financial Assistance

The slum rehabilitation scheme is permitted by the Central government. This scheme will be financed by the Central Government, State Government and Local urban bodies and beneficiaries as the following table.

Contributors Assistance
Central Government Central government will assist this scheme by providing 50% of the project cost.
State Government State Government will collectively pay 38% of the project cost with the Urban Local Body for each city in the state. The state government will pay the most of the money whereas the Urban Local Body will chip in with their contribution.
Urban Local Bodies Urban local bodies will pay 10% for Ahmedabad and Surat and 5% for Vadodara and Rajkot.
Beneficiaries The beneficiary will contribute Rs. 35,000 or they will pay 12% of the cost of the house. They will have to pay whichever is more among Rs. 35, 000 and 12% of the cost of the house.

The implementing agencies will provide loan facilities to the eligible beneficiaries. The beneficiary who will be allotted with house will not be eligible and allowed to sell or let out their allotted house for 15 years. The implementing agencies have the right to cancel the allotment in case of breach of the condition mentioned. In that case, the urban local bodies will own the land.

  • How to apply for this scheme

Applications will be gathered from potential beneficiaries of the scheme. Then the authorities will give command to begin the project. To apply for the EWS category housing, an individual will have to deposit Rs. 7,500 along with their application form.

  • Mukhya Mantri GRUH Yojana for Lower Income Group Category

The state government will meet the concerns of the lower income group categorized people of the society through this scheme.

The state government will provide housing facilities for the lower income group people and this house will be decorated with one bedroom, hall, one kitchen, one bathroom and a toilet. The optimal carpet area for these houses will be 31 square meters and can be up to 50 square meters.

  • Eligibility Criteria for Lower Income Group (LIG) Beneficiaries

  • In the case of the Lower Income group beneficiaries, the selection under this scheme will be made on the base of their income. The yearly income of the family of LIG candidates should be from Rs. 1, 00, 000 to Rs. 2, 50, 000
  • No family member of the applicants can have a plot or house in that city
  • On the date of the application, the applicant will have to be adult.
  • Computerized Lottery draw will decide the allotment of the house, there draws will be transparent.
  • All of the beneficiaries must be registered with UIDAI (Unique Identification Authority of India). It is a mandatory process for the beneficiaries. The Municipal Corporations and Municipalities will perform this activity.
  • Wife will have the first right in the allotted houses but the houses will be registered jointly in the name of husband and wife.
  • Dispensations in stamp duty will be as per existing norms.
  •  Financial Assistance for LIG

A financial assistance of Rs. 1, 00, 000 will be paid to the lower income group by the State government to implementing agency. The financial assistance should be an addition to any help provided by the Central Government.

The beneficiary will have to bear the outstanding cost of construction after they adjust the subsidy which will be given by the State Government and the Central Government subject to cap of Rs. 7, 50, 000 or Rs. 11, 000, 00 as mentioned above. The implementing agencies will cooperate with banks to smooth the progress of loan process for beneficiaries.

Whoever allotted houses under this scheme, will not be allowed to sell or let out their allotted house for 7 years.

  • How to Apply for this Scheme

The authorities will gather application forms from the potential recipients of the scheme. Then the authorities will give command to begin the scheme. To apply for the LIG category, an individual will have to submit a deposit of Rs. 20, 000 along with the application form.

An individual can only submit one form under this scheme. Though separate applications will be applicable in the case of different projects but if the applicant is successful in draw in more than one scheme then he will be entitled with a single allotment only in one of the schemes.

  • Incentive to Private EWS and LIG Housing

The state government has promised to make the home loans or make the homes far more affordable and easy to purchase and for that they will provide interest subvention to the EWS and LIG applicants. The qualified recipients purchasing houses under private affordable EWS/LIG housing plans will be eligible for this financial assistance. To select the recipients, the banks, private agencies and the implementing agencies will work together. But to avail this offer, the recipients of EWS will have to make a down payment of Rs. 50,000 and the recipients of LIG will have to make a down payment of Rs. 1, 00, 000. There is no chance of losing the money so the beneficiaries can be assured about their down payment as this program will be managed by the urban development and Urban Housing department.

In this case, the beneficiaries will get interest subvention on uppermost price as per following.

  • The uppermost price that may be charged from a EWS beneficiary for a EWS type house is Rs. 5, 00, 000
  • The uppermost price that may be charged from a LIG beneficiary for a LIG type house is Rs. 12, 50, 000
  • Interest subvention will not be applicable to the houses costing more than the houses mentioned above.

  • Mukhya Mantri GRUH Yojana Application Form

The housing authorities have started to gather application forms from the local residents who want to buy house under this scheme. The applicants will have to register online for this program. The registration fee for EWS category form is from Rs. 10, 000 to Rs. 20,000 and for LIG category the fee is from Rs. 15, 000 to R. 25, 000. The registration fee differs as per the location of the applicants. The applicants will have to fill the form online from the Vadodara Municipal Corporation’s official website. They will have to download the form and print it and then they will have to provide correct information and then they will be able to apply for housing through the housing authorities.
