 Integrated Skill Development Scheme (ISDS) – Cabinet approves “Scheme for Capacity Building in Textiles Sector (SCBTS)”

The central government has taken an initiative for developing the Textile Sector. According to updates the new initiative will help offer people with better job opportunities. A skill development scheme was lately approved by the Cabinet that will help in increasing the overall capacity of employment within this sector.

Launch details

According to the updates the central government has announced the new implementation for the fiscal year 2017-18 and also for 2019-20. The new implementations were officially approved by the Economic Affairs committee.

Key features of the scheme

  • The central government has already stated that for better implementation of the new scheme within Textile sector the government will also provide with a skill training courses to the candidates.
  • According to the sources, the main objective of the new scheme is to try and create better demand for opportunities by running and introducing better skill development programs in this sector.
  • The scheme also aims at boosting the overall job opportunities available in this sector for skilled labors.
  • At the same time it also focuses in up grading the already available traditional textile sector to make use of modern and more advanced machinery for manufacturing.
  • It also aims at developing the infer structure in the Textile industry for already existing and new units within the country.
  • It will also try and create better job opportunities for people belonging to various sections of the society and class depending on their level of skills.

Beneficiaries

  • According to the sources the preference will be given to professionals who are already employed in various sectors in textile industries including weaving, spinning, technical and non-worker professionals.
  • According to ISDS regulations each unit will retain at least 70 percent of their labors after completion of the training program.
  • The placement will be provided to the youth who has completed at least 12th grade education along with anyone who belongs to the rural area and needs a job.

Set Budget

According to the latest updates from the central government the Economic Affairs department has already announced the set budget of Rs 1300 crore to be implemented within this sector for creating more opportunities for the people.

Strategy Adopted by the Scheme

  • At different levels within the Textile sector, each job position shall be identified and desired skill training will be offered to the professionals after studying the present and future system requirements.
  • The central government will try and bridge the gap that is present in between the modern and traditional system used by various Textile industries to meet the present time requirements.
  • The central government will also ensure that each stage at the time of development will be monitored via web technology. This method will prove helpful for textile owners and laborers to follow the training session at each level of its implementation by the experts.
  • The central government will also try and provide with better opportunities for new and old entrepreneurs for developing and setting up new and old units. All financial assistance will be provided to the entrepreneurs via MUDRA loan for establishment and set up of new units and upgradation of already existing units for Infrastructure.
  • The central government has also ensured that it shall try and retain over 70 percent of the skilled labors undergoing training sessions and provide them with permanent employment within the Textile sector itself. For ensuring a fair recruitment procedure the central government will make use of placement tracking system for selecting the candidates.
  • The process of screening of the candidates will be continued by the authorities during the entire training session.
  • Once the entire process has been implemented by the central government it is expected that over 10 lakh people working within the present textile sector will be benefited. Each of the professional undergoing training will also be provided with better job position and certification of being skilled worker in the relevant field.
  • It is also expected that the central government will also try and retain at least one lakh trained professionals within the traditional textile industry sector for infrastructure development and upgradation.

Procedure for training sessions

  • According to the latest updates, the centre will organize training session nationwide in various states.
  • For better implementation over 3250 training centers will also be organized by the center within rural areas and other parts of the cities.
  • The center will also try and cover each district within the country and state for organizing training program.

The central government has also made it very clear that it would implement the skill development programs for candidates via different textile units. This process will prove helpful in meeting the requirements and demands of the Textile units for better experienced and trained manpower. Apart from this, training institutions will also assist the Textile units to conduct these training sessions for their staff. Once the staff has been trained then they shall be offered with placement by the Textile industry itself.

By making this implementation the centre government aims at upgrading the Textile sector so more opportunities for jobs can be created looking at the rising demand in this sector.
